Al Khuwair is Muscat’s Ministries District and its diplomatic quarter.
A large share of Oman’s government ministries sit here, alongside an Embassies District hosting foreign missions. An address in Al Khuwair is inside the institutional core of the country, not on its edge.
The district stands on Sultan Qaboos Street, Muscat’s historic commercial spine, and the Muscat Expressway forms its southern boundary. Two of the capital’s main roads run through or alongside it.
Approximate journeys: Muscat International Airport about 15 to 20 minutes by car, Sultan Qaboos Grand Mosque about 8 kilometres, Qurum an immediately neighbouring district, Mall of Oman and Oman Avenues Mall a few minutes by car, and Ruwi about 15 to 20 minutes.

تنفذ وزارة الإسكان والتخطيط العمراني مخطط وسط الخوير على مساحة تزيد على ثلاثة ملايين متر مربع، باستثمار معلن قدره 1.3 مليار دولار أمريكي.
يشمل المخطط مرسى بحريا، وواجهة ترفيهية على الماء، وممشى قناة، وحيا ثقافيا، ومجمعا محدثا للوزارات، ويستهدف نحو 64,500 نسمة. أعمال المرسى قيد التنفيذ فعليا.
وفي الحي نفسه افتتحت ساحة الخوير، وفيها سارية العلم البالغ ارتفاعها 126 مترا، وهي أعلى منشأة في السلطنة. قائمة ومفتوحة للناس اليوم.
Al Khuwair is not only an established district. It is one that the government is rebuilding right now.
The Ministry of Housing and Urban Planning is delivering the Al Khuwair Downtown masterplan across more than three million square metres, at a stated investment of USD 1.3 billion.
The plan takes in a marina, a recreational waterfront, a canal walkway, a cultural quarter and a renewed ministries campus, targeting around 64,500 residents. Marina works are already under construction.
In the same district, Al Khuwair Square is already open, carrying the 126 metre national flagpole, the tallest structure in the Sultanate. Built, finished and in public use today.
